Vintage early 80s navy blue polka dot secretary dress by Ann Tjian. It features long dolman sleeves, and a pleated skirt, and a matching belt. There are shoulder pads which can be easily removed with a seam ripper if desired, and buttons at the cuffs to cinch them closed tighter if desired (shown undone in the photos).
